Why is that strategy not just as valid for Cuba? Perhaps because U.S. policy with respect to Cuba has for too long been captive of a hardline ideology. an ideology driven by a group that may be more interested in settling old scores than setting a new course. This bill takes U.S. policy in Cuba in exactly the wrong direction. It is absolutely contrary to the longterm selfinterests of the United States.
