Session #104 · 1995–97

Speech #1040121860

We have watched the roles of those in poverty swell. We have watched the percentage of children in poverty in our country grow. So when it comes time to try and extend ourselves to find a real solution to this problem and to borrow some of the solutions that the refugee resettlement program has used and to borrow some of the solutions to the problem that have been found in other recent legislation like the Adolescent Family Life Act. all of a sudden we hear the old bugaboos about needing to have special requirements for the religious organizations. Requirements that will make them secondclass citizens. that will force them to go through the burden of setting up separate organizations. Those who proposed the amendment and support it indicate there will be a tremendous fear on the part of agencies who might otherwise contract with the separate organizations.
