Session #103 · 1993–95

Speech #1030069281

This program requires a total of $107.5 million over FYs 9495. B. Closing Visa Loopholes: State. INS. and Labor are working to close a visa loophole that has been used by some entrants to circumvent the restrictions on H1 work visas (which are for employment in the US) by requesting BI business visas (which are for conducting business in the US on behalf of a foreign entity). Labor has recently noticed the BlI/H1 problem in the area of computer programming. State and INS have published or will shortly publish in the Federal Register (for public comment) agency rule changes that makes clear that Bi visas may not be used for employment in the US. This initiative does not require funding. C.
