But now on the back of a small embryo program called Youth Service the gentlemen on the other side of the aisle want to suggest that this is going to lead to an end to the problem that this country has with securing its borders. It is outrageous. It is deceptive. It is a fraud on the American people to suggest that is the case. I think clearly what we have got to do is to establish this within the context of what we want our immigration policy to be. But the gentleman is quite correct. If this amendment is going to come up on selective programs where the people on the other side of the aisle do not like the program. if that is the test. then this amendment ought to come up on every program and we will find out.
