Session #103 · 1993–95

Speech #1030063866

We considered disaster relief for tens of thousands of flood victims across America. and because of a vote that was heavily loaded by Republicans opposed to it. we were unable to bring a rule to the floor for disaster victims. There was not one single Republican vote. Not one single Republican Congressman would vote for a rule to bring to this floor flood disaster assistance. But let me tell those within the sound of my voice that only 2 years ago this House considered in exactly the same parliamentary manner an emergency supplemental relief appropriation for Kurdish refugees. and 105 Republicans who voted against American flood disaster victims yesterday voted "yes" for Kurdish refugee disaster victims. Mr. Speaker.
