He is the reason the economy is slowly coming back. If wavering and waffling. backtracking. and backstabbing are the keys to a successful White House. then the American people must be wrong. The Clinton administration is a welloiled operation. But. Mr. Speaker. the American people are not wrong. The Clinton White House has nothing to do with an economic recovery. Flipping and flopping is the only thing the White House has proved it can accomplish. From a middleclass tax cut to HIVinfected Haitian refugees. the Presidents acrobatic performance may be exhilarating. But it certainly is not stimulating to the American economy.
