Speaker. earlier this year President Clinton proposed removing AIDS from the list of diseases for which immigration into this country can be denied. That policy cannot be supported by medical or scientific evidence. I had hoped that in the face of these facts. the President would have withdrawn his proposal. But. to date. he has not. Mr. Speaker. I say to may colleagues that we cannot afford media distortions. The simple fact isAIDS must be treated as an issue of public health. not one of civil rights or political expediency. And as an issue of public health. the ban on permanent immigration must be maintained. We know the facts: AIDS remains terminal and contagious in nature. No cure has been found.
