Session #103 · 1993–95

Speech #1030036309

I might mention that this Senator is concerned not just about Roberta Achtenberg. but also about President Clintons fulfilling certain campaign promises to individuals who are very active in the homosexual community. Because I think that is the genesis of what we are debating today. Whether we are talking about actions dealing with gays in the military. or change in immigration policy which would allow HIVpositive people to come into this country. I think this body should be aware that these issues were campaign promises made by President Clinton. These are important issues. They are sensitive issues. They are difficult issues that we have to grapple and wrestle with as a country. On the subject of HIVpositive immigrants. the Senate and the House have acted and now are in the process of acting in conference on the National Institutes of Health reauthorization bill that will continue the ban. It will continue classifying HIVpositive people as we have in the past. President Clinton made promises to these groupsan example is gays in the military.
