Mr. President. on behalf of Senator BOXER and myself I would like to take this opportunity to welcome the Delancey Street Foundation to the city of Los Angeles. The Delancey Street Foundation takes its name from a street on the Lower East Side of New York. where. at the turn of the century. immigrants from every ethnic and racial groups came together to form a close community of struggle and support. Here. through unrelenting determination and cooperative help. they acclimated themselves to mainstream American culture. Twentythree years ago. the Delancey Street Foundation formed in San Francisco to offer the same opportunities to former felons. substance abusers. and the homeless who want to build a new life.
