These programs create the fiction that you can compete in this countryand take hold of the American dreamwithout learning English. This is fantasy. For most of our history. America gave the children of immigrants a precious giftan education in the English language. As each new wave of immigrants arrived on these shores. the first task they wanted to complete was to make certain that they and their children had a chance to learn English. The dreams these immigrants embraced are dear to all of us. Perhaps that is why a short scene in the film "Casablanca" touches our hearts. A husband and wife at Ricks Cafe announce they are moving to America.
