Mr. President. I do not know how many of my colleagues on the other side will remember that 2 years ago. at the request of the Bush administration. the Congress approved emergency legislation to provide financial aid to the nations of Israel. and Turkey. as well as to refugees from Iraq. In the Senate. the vote on final passage of the bill that provided aid to the nations of Israel and Turkey was 92 to 8. with 82 percent of those Senators on the other side of the aisle. 82 percent of the Republicans. supporting final passage. And 30 Members who today still sit on the other side of the aisle of the Senate voted for that emergency supplemental appropriations bill.
