So the State may require a firsttime voter who registers by mail make a personal appearance to vote. Now we get back to clerks and judges. He is eligible to vote. mailed his papers in and so forth. They let him vote. But if he is not eligible they should not let him vote. So. apparently. we had 100.000 ballots that were thrown out. They were ineligible. But that does not mean that they were illegal aliens. of that 100.000. They were Just people from New York State. New York City. who voted and were not eligible. so beyond the precinct they were thrown out.
