On the other hand. if the bill does create or facilitate fraud. as I and others here in this body believe that it may. then this report will establish the level of fraud involving citizenship status. If the fraud is there. we will know about it. If more than 3 percent of all persons registered to vote in the States studied are noncitizens. then only portions of this bill will be sunsettedthe mailin registration section and the public assistance offices and other "voter registration agencies" section. That is a quote from the bill-"voter registration agencies". Those registration provisions only would sunset.
