I want to express both of those sentiments to my dear friend. with whom I have served so long and for whom I have such high regard. The gentleman from New York is rarely wrong. It is regrettable that on this occasion he is very wrong. Mr. Speaker. what the gentleman seeks is to have a convenient rule. one which permits this bill. which deals with the National Institutes of Health and all of the great. weighty responsibilities of that institution weighted down with an additional responsibility. and that is to address the question of an immigration policy. The bill really should not be decorated in that way. The Senate bill has a proposal of that kind in it.
