We have to do something to change this outrage. to turn this around. to make It a commonsense policy that has a heart and does not turn itself away from those great precepts upon which this country was founded and which Lady Liberty still extols. We are really. as a result of current procedures. encouraging people to break the law. We are suggesting to them that it is more expedient to use the kinds of methodologies of entering this country that the undocumented use. those who belong to even organized criminal groups who come In regularly via this methodology. I think we have to change that and change that now. I intend to work with Senator SIMPSON in putting forth our legislation. which I believe goes a long way toward curing many of these deficiencies.
