I gave you one statistic. and it varies from month to month. but 1.855 out of 3.100 for the last six months of 1991 never even showed up. Of the others who show up. some of them are even more sophisticated and in some cases pose a greater threat and danger to this community. Those people who have no documents now. they got the ability to work. they get a green card. they get a Social Security card. they can apply for a drivers license. and off to the races they go. At that point. a good percentage of those who already started the process never come back again. Again. the more sophisticated know that they 4396 c have at least 18 months until their case comes up for some kind of determination and that. indeed. the decision that will be made after their case is heard after the 18 months in some cases will take years beyond that period of time.
