GREGG. and KEMPTHORNE. Mr. President. the amendment that we offer this morning would prohibit permanent admission into this country of immigrants that are infected with the AIDS virus. We do this not because we want to. We do it because the administration has proposed changing the policy that basically has been in effect since 1987. I am afraid that this change in policy is a very serious mistake that would cost lives. It is not all the time. in many of the issues that we debate on the floor of the Senate. that we are actually talking about a life and death issue. But there is no question that if we change this policy and we allow immigrants to come into the country that are HIV positive. if they do not change their social behavior. they will infect others and those others will die. This is a deadly disease. It is a communicable disease.
