Mr. Speaker. last night. President Clinton challenged Congress to be as specific as he has been regarding spending cuts. I accept that challenge. and while most of us on this side of the aisle have not had access to any specific spending cut proposals from the White House. here are some suggestions: First. prohibit direct Federal financial benefits and unemployment benefits for illegal aliens--5 year savings. $27 billion. Second. eliminate the tobacco price support program5 year savings. $65 million. Third. cut civilian agency overhead by 1 percent for fiscal years 199498--5 year savings. $8.3 billion. Congress could also repeal the DavisBacon Act and save an additional $5.3 billion over 5 years.
