I wish to compliment Senator HELMS because. as he mentioned in his statementand it was an excellent statementin 1987 we passed an amendment that prohibited people from emigrating to the United States who were HIV positive and that was the law of the land actually for. I think. about 2 years. As a result of that amendment. he saved some American lives and he saved a lot of tax dollars. and I thank the Senator for that. I also thank the Senator for his statement as well. I guess my question would be to the Senator. with this issue that some people have alleged is discriminatory or anything else. it is the Senators opinion that the reason we bring this issue to the floor today is not because we initiated anything. but it was brought to the floor because President Clinton has announced that he wants to change existing policy. and that. in the Senators opinion. will cost lives and cost the taxpayers a lot of dollars?
