I would hope that on the basic issue of the cost. and Attorney Generals authority. we are going to get more information. we are going to direct a study. we are going to make that available and then. if the administration makes regulatory changes that some in this body do not approve of. they can always take action then. But. Mr. President. listening to my friend talk about the burden of proof. the statute says that determinations will be decided by HHS and by the Attorney General. That is what the statute says. But their amendment says we are going to change the statute. and turn back the clock on the Immigration Act of 1990. What we are saying is lot us get the information which should be available to the Members prior to taking such action. That is what we want to do.
