A similar amendment to this one passed in 1987 by a vote of 96 to 0. I believe that was the vote. Not one Senator voted against it. Not one Senator stood to say this policy did not make sense. I would argue that the Senates vote on that occasion represented common sense. not the absence of it. What would happen if we changed the current policy to allow immigration of those which are HIV positive? Would public health benefit? Clearly the answer is no.
