The rule also provides that the Michel amendment shall be considered as read. shall be debatable for 1 hour. which shall be equally divided and controlled by the proponent and an opponent thereto. and that it shall not be subject to amendment. The Michel amendment contains two provisions. The first relates to eligibility to vote and the second to State certification that noncitizens are ineligible to participate in elections in each of the individual States. This provision would permit a recalcitrant State election official to block implementation of the bill by refusing to issue the certification. It is my understanding that the chairman of the Elections Subcommittee. the gentleman from Washington will move that these two provisions be voted on separately.
