This threepronged approach will reach 95 percent of the eligible electorate within 4 years. Its an approach we cannot afford to let pass by. Some of my colleagues have expressed concern that noncitizens will register to vote under the provisions of H.R. 2. These fears are unfounded. First. the documentation required to register under H.R. 2 is more extensive than the documentation currently required to register to vote In any State. Second. the voter registration forms will clearly state in no uncertain terms that only U.S. citizens can register to vote. And finally. it is clear from the evidence in those States that utilize motorvoter and other registration techniques that noncitizens are not registering to vote. Reaching out to those Individuals who are furthest removed from our system of government--and doing everything possible to encourage greater levels of political participation among our citizensare critical tasks we as polioymakers must undertake. I urge my colleagues to support the National Voter Registration Act.
