Our loan guarantees will be part of this process. They will encourage longterm private economic investment rather than temporary governmentimposed solutions to Israels economic problems. They will help spur the kind of economic growth which Israel needs not only to absorb the recent influx of immigrants. but to pave the way toward creating a vibrant Israeli economy capable of independently meeting the challenges of the next century. I am also pleased that the bill contains a provision prohibiting the Agency for International Development from continuing its practice of using foreign aid funds to persuade American businesses to relocate their manufacturing plants to Central America. It is insulting to the American taxpayer that hardearned tax dollars are going to benefit foreign countries to the immediate detriment of the American economy.
