It is also a good bill because it represents a real reduction In foreign aid spending. The bill before us today is approximately $400 million below last years level and $800 million less than requested by President Bush. I am pleased that the bill finally provides loan guarantees for Israel to assist that beleaguered nation in absorbing refugees from Ethiopia and the former Soviet Union and in rebuilding its battered economy. After more than a year of delay by the President. the loan guarantees will begin being made available to Israel. and at no cost to the American taxpayer. As I stated on the Senate floor last week.
