TED founded both the Congressional Working Group on Chile. to encourage his colleagues to pressure the Pinochet Government to allow democratic reforms. and the Chinese Political Prisoners Adoption Program. whereby Members work for the release .)f Individuals imprisoned in China for their prodemocracy activities. It was TEDS principled and consistent commitment to promoting respect for the human rights of all that earned him the respect of his colleagues and ensured the effectiveness of his efforts.
