In addition. since 1990 when the Congress accepted my amendment to the housing bll to require Texas and other States to set aside a portion of their Federal CDBG funds for the colonies. the State has spent an additional $5.7 million on the problem. However. the Texas Water Development Board estimates that it will cost $700 million to provide water and wastewater services to exIsting colonies. The counties along the border are among the poorest in the country. they cannot afford to pay for a problem that was caused by the Federal Governments failed Immigration policy. Failure by the Federal Government to address the water and sewage needs of the colonies could have dire statewide and national consequences. In the colonies. residents live with the ever present threat of choleraa Third World disease that menaces only where people live In the most unsanitary conditions.
