Shortly thereafter. Mr. Chan returned to the United States and resided with his family for approximately 4 years at the Los Angeles address he had provided in 1983 to both Hong Kong and U.S. immigration authorities. Mr. Chan and his family thereafter moved to a new address in September 1987. and he changed his drivers license accordingly and notified the Immigration and Naturalization Service of the change. When Mr. Chan came to the United States from Hong Kong. he had no illicit motive but was simply immigrating with his family to accept a Job in the United States. Indeed. it appears that Mr. Chan and his wife were simply returning to an adopted home with which they had longstanding ties.
