The JacksonVanik amendment. which prohibits the granting of MFN status to Communist countries that restrict free emigration. has been waived annually by the Reagan and Bush administrations. In effect. this provision was established to prohibit countries with statecontrolled businesses. like China and the former Soviet Union. from benefiting from lower American tariffs.
