It would extend MFN for I yearbut it would not be an openended commitment. For the Chinese to gain an additional extension of MFN. they would have to undertake significant reform. In the area of human rights. the Chinese must begin adhering to the Universal Declaration of Human Rights in China and Tibet and allow the unrestricted emigration of those citizens who desire to leave China for valid reasons. The Chinese must also release those citizens detained for political beliefs. as a means of demonstrating a goodfaith effort to release those Imprisoned as a result of the Tiananmen Square uprising. In the area of trade policy. the Chinese must take action to prevent the export of products made by prison labor or forced labor and make substantial progress in providing American businesses with fair access to Chinese markets.
