I am proud to say that this bill. introduced by the chairman of the Committee on Merchant Marine and Fisheries. WALTER JONES and which I have cosponsored. has wide bipartisan support. The Coast Guard estimates that over 30.000 undocumented seamen work on vessels handling everything from farm products to hazardous materials. That makes 30.000 seamen who are not subject to the jurisdiction of the Coast Guard. What does this lack of Coast Guard oversight mean in practical terms?
