As you know. Mr. Speaker. the 1990 Immigration Act at long last recognized the right of Filipino veterans of the U.S. military during World War II to apply for U.S. citizenship. Since the enactment of the 1990 legislation. however. severe problems have arisen with its implementation. Most notably. the Immigration and Naturalization Service [INS] delayed implementation for more than 1112 years. and did not begin the necessary interviews until October of last year. As a result. only 21 percent of eligible Fillpino veterans have made applications. Because this provision will expire in November of this year. an extension is clearly needed.
