President. is how Israel intends to use these funds. which they will secure through our guarantees. It is my understanding that there are several main purposes for these funds. High on the list is providing immediate assistance for the new and recent immigrant arrivals. Obviously. they need a fair amount of help with basic human services. such as language training. housing. food. et cetera. Further. these funds will be used to expand employment opportunities in Israel. not through Government makework projects. but through marketoriented investments. Based on my recent experiences in Israel. it would appear that employment is the most pressing problem facing Israels new immigrants. There is a vast pool of new talent. which currently is underutilized. Israel will also use funds for vocational training.
