I have sought recognition for a number of purposes this morning. and one of the subjects that I had intended to address relates to the success between President Bush and Prime Minister Rabin in reaching agreement on the loan guarantees. I will add to those comments the observation that I would have expected on the floor of the United States Senate today to hear praise for the parties who have resolved this very important issue as opposed to political speeches injecting Presidential politics on the floor of the United States Senate. President Bush and Prime Minister Rabin I think are entitled to the compliments. commendations for the accord which they have reached on a very. very serious issue. and that is the extension of $10 billion in loan guarantees for the resettlement of Jewish emigrants from the former Soviet Union. from Ethiopia. and wherever those emigrants may come from. Under the administration. President Bush. with the assistance of Secretary of State Baker. there has been unparalleled achievement on progress on the peace process in the Middle East.
