I rise today in support of Senate Resolution 330. a senseoftheSenate resolution urging the President to call an emergency meeting of the U.N. Security Council in order to accomplish two specific objectives. First. the resolution urges the President to seek U.N. Security Council authorization of all necessary means. including multilateral military force. to provide humanitarian relief to the civilians in BosniaHercegovina. Second. the resolution states that the question of how to ensure access of United Nations and International Red Cross personnel to refugee and prisoner of war camps in the former Yugoslavia should be discussed. Mr. President. the Senate is considering this resolution today not because we are triggerhappy and seek to involve this country in a very difficult conflict overseas.
