We have neither the resources nor the capability to solve this problem on our own. The resolution before us today calls on the President to convene an emergency meeting of the U.N. Security Council to consider military action. if necessary. for two narrowly defined purposes: To provide humanitarian relief to civilians in Bosnia and to gain access for United Nations and International Red Cross personnel to refugee and prisonerofwar camps. The resolution also calls on the Security Council to develop a plan for placing heavy weapons belonging to all factions In the conflict under U.N. supervision. to review and consider removing the arms embargo on Bosnia. and finally. to plan for a tribunal to investigate war crimes and crimes against humanity committed within the territory of the former Yugoslavia.
