This Is an extremely difficult transition which requires courage and tremendous sacrifice. I strongly believe that aid should only go to those countries who have committed themselves to democracy and respect for human rights. The aggression of the Government of Azerbaijan against Armenia and NagornoKarabakh is contrary to these goals. For several years. Azerbaijan has blockaded the delivery of food. medicine. and fuel to Armenian populations. At the same time. hundreds of thousands of Armenians are struggling to recover from the terrible earthquake and hundreds of thousands more are refugees fleeing from Azerbaijani aggression. In another few months. Armenians will face another harsh winter without heat because of the blockades.
