The United Nations is doing a phenomenal Job in feeding the people. We have just enough airplanes going in every day to feed the people there. As a matter of fact. they have 3 days supply of food in Sarajevo. which is only a minor part of the overall refugee problem. I am convinced that we have to allow the European Community to take the lead. that we have to do it under the United Nations. and any unilateral action by the United States would be a mistake. For us to intervene militarily would take massive U.S. forces. and my recommendation to the President would be to let the Europeans handle it and to let this thing be settled under the United Nations.
