Loan guarantees provide a tangible costfree way for the United States to extend a helping hand at a critical time in Israels history. I am hopeful that a resolution of the impasse over loan guarantees can be announced during Prime Minister Rabins forthcoming visit to the United States. Prime Minister Rabin is to be commended for his commitment to the peace process and for his constructive approach to the issue of settlements in the occupied territories. As Israel embraces policies encouraging negotiation and compromise. the United States has every reason to participate actively in helping Israel achieve its domestic goal of successful immigrant absorption.
