Albania has met the terms and conditions set forth in title IV of the Trade Act of 1974 for the granting of MFN treatment. The bilateral trade agreement Includes provisions for facilitating trade and business relations between our two countries. strong protections of intellectual property rights. Import safeguard measures. commercial dispute settlement. as well as reciprocal nondiscriminatory treatment. The President also has waived the socalled JacksonVanik Freedom of Emigration Requirements of title IV based on satisfactory assuranes from the Albania Government that its practices will lead substantially to freedom of emigration objectives. Mr. Speaker. the Committee on Ways and Means Is not aware of any opposition to this resolution.
