Mr. Speaker. I rise to commend the decision handed down yesterday by the U.S. Court of Appeals in New York which ruled that the Bush administrations policy on Haitian refugees is illegal. The court sent a clear message to President Bush and gave him the opportunity to reverse a policy that has brought shame on our country in the eyes of the world and amongst our own people here at home. But regrettably. instead of changing his disgraceful course. the President has today announced that he will appeal the decision to the Supreme Court. This appeal only furthers a policy of turning freedomloving Haitian men and women back into the arms of Haitian dictators.
