Mr. President. I rise to offer an amendment that will be of great assistance to the Federal Governments efforts to meet one of its major immigration responsibilities: to effectively and expeditiously deport convicted alien felons. For many regions of the Nation. especially along the Southwest border. the growing presence of alien felons in our county Jails and State prisons is a severe and costly problem. The State of California alone spends more than $250 million each year to identify. prosecute. incarcerate and deport alien felons. As my colleagues know. the deportation of convicted aliens the minute they are released from prison was identified by Congress as a top priority when they enacted the Immigration Act of 1990. We must not retreat from this goal. But simply identifying this problem is not enough.
