I am not suggesting that we change current law. I am not doing that in this amendment. I am simply codifying the fact that only citizens would get the material so that we do not encourage the proliferation of noncitizen voting districts like is happening here now. and that those who do and who are citizens are only going to get it by request so that we do not waste a lot of money or have some regulations promulgated down the road somewhere that will waste a lot of money of the local communities. Since this burden is now on the local communities and they have to pay. we do not want that to happen. We want to keep it here in the simplest form possible. and we want to provide the access to this material to those who really need it.
