We should not want to do that. So from that practical sense it really does not make any sense to do it only on request. By that time it is too late. As an immigrant myself. I know that most immigrants to the United States want to become fully Americanized as quickly as they can. But sometimes circumstances of community and locality and geography work against them. And why should we not encourage the people who want to participate. but who are not fully capable of doing it in English from doing so? I do not understand the hurdles that are attempted to be put into place.
