These arguments are contradicted by the actual experience of other countries where we have linked trade with human rights. Many of the new freedoms granted in the former Soviet Union. for example. the right of free emigration. were effected largely as a result of the United States making trade preferences conditional on reforms. The Soviet Union yielded because they were desperate for hard currency. The Chinese Government is in similar need. and putting human rights on the MFN agenda will inevitably generate pressure to change policy.
