Session #102 · 1991–93

Speech #1020177742

We can do better than hiding behind procedural technicalities. The Rules Committee could have recognized that people are dying. are starving. are suffering. I know many of my colleagues. including those on the Rules Committee and my friend from Wisconsin. the chairman of the Foreign Operations Subcommittee do support providing assistance to the Balkans. And it is with genuine reluctance that I voted against the rule. something I have done sparingly. My amendment to help the refugees and displaced persons from Croatia. Solvenia. and BosniaHercegovina is a purely humanitarian effort. It doesnt take sides. and it doesnt cost a lot.
