Speaker. President Bushs newest policy on Haiti is making a bad situation worse. The President has issued a terrible Executive order directing the Coast Guard to forcibly return all Haitian refugees to Haiti. Despite that longstanding American tradition of helping refugees. and the shining symbol of the Statue of Liberty. the President is acting to return Haitians to the control of an illegal military dictatorship. We must not forget that the crisis in Haiti is the direct result of the violent overthrow of Haitis first democratically elected President. It was the overthrow of President JeanBertrand Aristide that has led to this emergency.
