Madam Speaker. we continue in the House of Representatives to speak out against this cruel. inhumane blockade on Haitians desperately attempting to flee a hated dictatorship that exists in their country. Today the United Nations High Commissioner for Refugees has added her voice of criticism to this new decision to turn back Haitian boat people without giving them a chance to apply for asylum. High Commissioner Ogata said that she was deeply disturbed by President Bushs order that the United States Coast Guard directly return Haitians to their homeland without determining if they are political refugees or economic immigrants. Even the High Commissioner expressed surprise and concern at the Executive order. in light of reports of serious human rights abuses and violence in Haiti.
