Mr. President. as chairman of the Subcommittee on Immigration and Refugee Affairs. I was delighted to support this legislation Introduced by Senator BROWN and Senator DOLE. and I moved it expeditiously through the Subcommittee and the Judiciary Committee. This bill is a good piece of legislation both substantively as well as symbolically. It offers a statement of hope to some Soviet scientists who have been thrown out of professional jobs because the current economic turmoil in the former Soviet Union. And it is a small symbol of Americas concern to help the people of Russia and the other Republics in whatever way we can.
