Out of that 1.000 people who were picked up. many of them on simple misdemeanor charges. 257 of them were out on parole or probation after felony convictions. 25.7 percent of the 1.000 people that were selected in this random sample of the people who were arrested were people who were out on the streets after felony convictions.
